Round Table on Benefits for Public City Transport 

On the initiative of the Lviv regional branch of the NGO “VAAP” and Lviv regional organization of automobile transport Employers «Ukravtotrans-Lviv» on 8 October a round table entitled: «The Benefits for public city transport: the guarantee of government and realities» was held in the Lviv Chamber of Commerce. Advice Group General Director Podilchak Anton Mykolayovychwas invited to give a legal position to the problem of unsettled issue of hauliers` free services for beneficiaries and compensation of losses for this type of service at the expense of the state budget. 

Last year the city buses carried about 110 million passengers, 22 million of them (about 20%) – beneficiaries. With such information a representative of carriers Director of LLC “Mira and K” Mykola Shkurgan opened the round table. The same time he accentuated: there are more than fifty categories of beneficiaries, MVTE can not account all of them. The state does not reimburse beneficiaries carriage completely. Last year the city paid for transportation of beneficiaries, continued Mr. Shkurhan, 100%, this year – at 10-12% of the demand. 

The participants of the round table proposed 4 options for organizing carriage of beneficiaries: 

limitation of the duration of privileged identities (from 10:30 to 16:00 in weekdays) 

limitation of entitled to benefits categories, 

limiting the number of benefit recipients in one bus at a time (4 – for small and medium-sized buses class, 6 – large class), 

appointing one social bus for each route. 

After a detailed discussion the participants agreed that the government (in particular, representatives of the state) should care of efficient benefit passengers carriage and carriers` payment for beneficiaries transportation. 

Participants discussed all aspects of the problem. 

The joint decision agreed with all participants, is to be prepared, and then sent to the Mayor of the city. The meeting will be resulted in an appeal to the leaders of the state.
